Administrative Full-time New Positions
The Human Resources Advisor (HRA) will be responsible for understanding the overall strategic objectives of Conestoga College while proactively identifying, recommending, and implementing best practices and guidance for the unique needs of each stakeholder group. The HRA will provide exceptional stakeholder support in a wide range of Human Resource functions including employee and labour relations, investigations, performance management, job design, administration of HR policies, talent management and other human resources functions, in a manner that is consistent with employment standards, legislation, collective agreements and college guidelines.
The successful candidate will be required to conduct work within Ontario and must be available to work on campus as required. This role will work in a hybrid environment with 2-3 days required on site per week.
Responsibilities:
- Interprets and provides advice and direction, including risk analysis, on HR practices/procedures, collective agreements, and terms and conditions of employment, including recruitment, vacation, leaves, department restructuring, lay-offs, etc.
- Ensures compliance with contractual and legislative requirements as well as HR/College practices/procedures
- Provides advice and direction on performance management, dispute resolution and progressive discipline process for employees
- Works to resolve employee relations issues within portfolio
- Participates in the grievance and arbitration processes as required
- Assists with job evaluations and provides advice and direction to managers regarding resource/labour planning, job design and job descriptions
- Assists with employment contract verification and release according to Collective Bargaining Agreement requirements and college practices
- Assists with maintenance of HRIS, providing information and clarification to employees
- Facilitates support for area attendance and accommodation issues
- In conjunction with the recruitment team, leads difficult/key recruitment processes, and provides assistance during high volume periods
- Works closely with hiring manager and recruitment team to review and post vacancies, revise postings, determine recruitment avenues
- Consults with stakeholders to determine the best approach to fill challenging vacancies (including redefining vacant roles and/or position criteria)
- Participates in interviews as HR representative, confirming eligibility of candidates and those requiring internal consideration, guiding the development of standardized tools and assessments
- Participates on HR/College committees, contributing to the development, communication and implementation of HR initiatives, programs, and projects
- Develops procedures and practices to support HR and College initiatives
- Delivers workshops and other educational sessions to managers and other employee groups
- Participates and/or take a lead in investigations in response to complaints or contraventions of college policies/procedures
- Conducts comprehensive investigative interviews with complainant, respondent and witnesses as required; provides written investigation reports and recommendations as requested
- Completes assessment of legal and policy context for investigations, consulting with senior HR representatives and/or legal counsel where required
- Aids others HR functions and including supporting payroll functions and requirements
Qualifications:
- Four-year Degree with a focus on Business, Human Resources, or a related field
- CHRP Designation required; preference given to individuals with CHRL designation
- Five years of diverse Human Resources experience in a unionized environment
- Human Resources experience within the public sector or education fields is considered an asset
- Exceptional interpersonal and communication skills (verbal and written)
- Exceptional attention to detail and comprehension skills utilized in interpreting Collective Bargaining Agreements, legislation, College policies and procedures, etc.
- Negotiation and conflict resolution skills
- Ability to work collaboratively at all levels of the organization
